Torque is directly affected by boost (effective displacement), but power has the added component of engine speed. Use ecu and valvetrain mods to shift the power curve towards high-range, bump up the rpm's (I'm assuming the RB he's building is cool with 10,000rpm) and you've got a huge peak hp number. Not that a huge peak number is worth much to a real driving enthusiast, but his numbers don't seem too unreasonable. Of course he's going to design and perform this build VERY precisely.
